Support cannabis legalization in Pennsylvania

Tuesday, November 3 is Election Day for the Pennsylvania Governor, House of Representatives, and half of the state Senate. This election will be critical for determining whether Pennsylvania will finally enact a cannabis legalization law in the next few years. Marijuana Policy Project is proud to release its 2026 voter guide ahead of the general election.
Reps. Emily Kinkead and Abby Major’s HB 20 would legalize, regulate, and tax cannabis for adults 21 and older. Privately-owned, state-licensed businesses would produce and sell cannabis. HB 20 also includes expungement and a social and economic equity program.
Sens. Dan Laughlin and Sharif Street’s SB 120 would legalize, regulate, and tax cannabis for adults 21 and older. Privately-owned, state-licensed businesses would produce and sell cannabis. SB 120 also includes expungement and opportunities for impacted communities.
At a time of fiscal uncertainty due to expected federal funding cuts and budget challenges due to projected declining state revenues, Pennsylvania is missing out on hundreds of millions of annual tax proceeds, which is flowing into its neighbors’ coffers.
Pennsylvania lawmakers have proposed three bills to legalize, regulate, and tax cannabis for adults 21 and older.
Legalizing cannabis for adults has been a wise investment. Since 2014 when sales began in Colorado and Washington, legalization policies have provided states a new revenue stream to bolster budgets and fund important services and programs. Through the first quarter of 2024, states have reported a combined total of more than $20 billion in tax revenue from legal, adult-use cannabis sales. In 2023 alone, legalization states generated more than $4 billion in cannabis tax revenue from adult-use sales, which is the most revenue generated by cannabis sales in a single year. In addition to revenue generated for statewide budgets, cities, and towns have also generated hundreds of thousands of dollars in new revenue from local adult-use cannabis taxes.
